Commissioner Saidu Conton
Sesay holds a Bachelor of Arts (BA) degree
in Geography from the Njala University College
and a Master of Business and Public Administration
(MBPA) from the South Eastern University,
Washington, DC, USA.
He has a career profile spanning over twenty-four
years in the field of Social Development,
seventeen of which were in senior management
positions and three in an advisory capacity.
Some of these included the Governance Reform
Secretariat/Democratic Governance Adviser,
under the DFID supported “Enhancing
the Interaction and Interface between civil
society and the state to improve poor people’s
lives” (ENCISS; Director, Community-Driven
Programme (CDP),as well as other senior
positions at the National Commission for
Social Action (NaCSA).
Prior to this, he worked in the Agriculture
Sector (1983-1986), the Boys Society, Sierra
Leone (1987-1993) and the international
NGO, Action Aid (1993-2000) rising to the
position of Programme Manager/Country Representative.

The
New Deputy NaCSA Commissioner Charles Rogers
is an Agriculturist and holds a Bachelor
of Science (BSc) Degree in Agricultural
Education and a Master of Science (MSc)
in Agricultural Economics, both from the
Njala University College, Sierra Leone.
He has expertise
in project monitoring and evaluation; gender
mainstreaming, advance security awareness
and basic security in the field; use of
logical framework in project analysis, result
based management methodologies, peer support
and communication techniques training, food
Security analysis-using the food economy
approach and resource and time management

Saa Kpulun was educated
at the Albert Academy where he attained
sixth form in June 1971. The following year
he proceeded to the UK for further studies
and obtained a Bachelor of Arts Degree with
Honours (History and Politics) at the University
of York, Heslington, York.
Upon graduation he returned home to Sierra
Leone and joined the civil service as Administrative
Officer (cadet) doing general administration
work from 1977 and rose to the rank of Senior
Provincial Administrator responsible for
general provincial administration.
