World Bank Commends NaCSA

The National Commission for Social Action NaCSA has been commended for successfully implementing multi-sectoral projects and building social capital in Communities throughout the country.

During discussions with NaCSA Commissioner Alhaji Kanja Sesay, World Bank Regional Director Ishac Diwan said he was on a familiarization visit to the five countries he represents, namely, Burkina Faso, Ghana, Guinea, Liberia and Sierra Leone.

Describing his visit as ‘a learning experience’, Mr. Diwan also commended NaCSA’s procurement pattern and decentralization of civil works engineers which ensures high quality control.

The World Bank Director assured that ‘Donors are moving towards addressing local needs in meeting the millennium development goals’.

Earlier, NaCSA Commissioner Alhaji Kanja Sesay explained the history and evolution of NaCSA, its structure and organization, as well as its aims and objectives.

The Commission, he said, has operated as a social fund for six years of its eleven years existence, re-building social capital in communities throughout the country, in addition to infrastructural development.

Alhaji Kanja Sesay observed that the Commission’s biggest project, the World Bank funded National Social Action Project (NSAP), will be completed in 2008 and looks forward to a follow-on intervention.

He described the relationship with line ministries and local councils as cordial, with the commission providing appropriate support to their programmes, including trained graduate volunteers to local councils, through its Peace and Development Corps (PADCO) programme.

The World Bank team later inspected completed infrastructural projects at Waterloo, Lumpa and Fogbo, with the Regional Director describing a school project as one of the best he has seen in the field for a very long time.

Commissioner Kanja Sesay was accompanied by senior NaCSA Officials, including Executive Director Syl Fannah,. Community-Driven Programme (CDP) Director John Ngebeh and Civil Works Manager Christian Tucker, who provided insights into operational issues and challenges confronting NSAP and the lessons learnt.
