NaCSA's Leadership
NaCSA is governed by a seven-person
Board of Directors comprised of two line ministries
(The Ministry of Finance and the Ministry of Local
Government and Rural Development), two donors
(DfID/UK and the European Union) and three members
drawn from civil society, including the Board
chairman.
NaCSA is led by a Commissioner, Mr. Kanja Sesay,
and supported by a Deputy Commissioner, Mr. Justin
Bangura. Both are appointed by the H.E. the President
and approved by Parliament. The Commissioner is
responsible for ensuring that NaCSA meets its
overall goals and objectives, for keeping the
rest of government informed about NaCSA's activities
and ensuring coordination at the highest levels.
The Commissioner is also the public face of NaCSA
and in this capacity meets with a broad range
of NaCSA partners and beneficiaries to build participation
and understanding. He also helps develop policies
and strategic plans and works to ensure they are
carried out. The Commissioner works directly with
senior donor representatives to assure funding
for national reconstruction and sustainable development
and is the final authority within NaCSA on all
matters pertaining to the organisation. The Deputy
Commissioner backstops the Commissioner, acts
in his absence and is fully involved in all policy
matters.
NaCSA's Professional Staff
NaCSA has nearly 100 professional staff in 16
offices. NaCSA's staff is large because the 13
district offices still play post-war roles that
will eventually become the responsibility of district
governments when they have been fully re-established.
NaCSA's Executive Director, Mr. Sylvanus Fannah,
coordinates activities among its three programmes
and four support service units and acts as the
"chief operational officer" to ensure
regular planning and coordination. He also provides
regular advice to the Commissioner on policy and
strategic planning issues.
NaCSA has:

4 M&E officers
17 financial management and procurement staff
3 regional coordinators based in Bo, Kenema and
Makeni
13 district coordinators, one in each district
in the country
25 community development officers
4 civil engineers
All staff are hired on one-year renewable performance-based
contracts and every staff member's performance
is appraised every six months.
NaCSA's professional staff are supported by a
technical advisor, Mr.
Gary A. Walker (funded by the African Development
Bank) who works closely with the offices of the
Commissioner, Deputy Commissioner and Executive
Director. The Finance Directorate also continues
to have external advisory support.
NaCSA's Support Staff
NACSA's data clerks, secretaries, drivers, office
attendants, security guards, radio and camera
technicians and others are the backbone of its
operations. They work in all 16 offices and headquarters.
