Financial Management
& Procurement Unit (FMPU)
Overall Responsibilities
The Financial Management and Procurement Unit
(FMPU) supports the National Commission for Social
Action (NaCSA) and the National Committee on Disarmament,
Demobilization and Reintegration in all aspects
of financial management, accounting, contracting
and procurement.
Reporting Responsibilities
The FMPU ensures that all contracting, procurement,
disbursement and financial management functions
required under the two national programmes are
carried out in accordance with standards and accepted
guidelines of the donor agencies supporting these
two programmes.
Resource Management Responsibilities
The FMPU oversees the management of over US$50
million. Of this total, approximately $25 million
finances sub-projects implemented by partner organisations
active in the areas of resettlement, reconstruction,
rehabilitation, training, etc. These activities
are funded through sub-contract arrangements (ranging
from $10,000 to $500,000 in value) that the FMPU
monitors.
Organizational Structure
The FMPU is managed by Pricewaterhouse Coopers,
an international accounting firm with experience
and a good track record in similar donor-funded
projects. The FMPU is managed by a senior manager
and has three units.
Accounting and Disbursement Section:
This section is divided into two sub-sections
responsible for the financial accounting and
budgeting systems (special accounts, disbursements,
replenishment, etc.) of NaCSA and NCDDR respectively.
The two subsections co-ordinate and segregate
the management of NaCSA and DDR funds. Two Accounts
Managers (one for each institution and programme)
handle the day-to-day financial transactions
and accounting for each institution.
Procurement Section: This section
ensures that all donor procurement procedures
are strictly followed. The unit prepares bid
documents, and assists NaCSA and NCDDR with
the procurement of approximately US$1.8 million
of goods and US$1.5 million of services. For
this purpose, International Competitive Bidding,
National Competitive Bidding, Quality and Cost-Based
selection and other procurement methods are
used. The FMPU Procurement Section also provides
some assistance to partner organisations implementing
sub-projects to prepare simplified bid documents
(e.g. for small-scale civil works) or to bulk
procure some inputs such as fertilizer, medical
supplies, etc.
Internal Control Section: This section
is managed by a Control Officer and is responsible
for ensuring that all elements of the internal
control system are carried out efficiently.
The unit conducts, inter alia, random checking
of payments effected to various beneficiaries;
verifies that contracts for goods or services
have been executed and delivered by various
contractors and suppliers as agreed; maintains
an asset registry for the programmes, and ensures
that the internal procedures of both NaCSA and
NCDDR are properly applied by the staff of the
institutions
